Zoning Administrator – Municipal Planning

About the role

The Zoning Administrator will support Norfolk County’s development goals by reviewing zoning by‑law compliance for building permits and development applications. This position serves as a primary contact for applicants, staff, and the public, ensuring that growth aligns with municipal planning policies.

Key responsibilities

• Review zoning by‑law provisions for building permit applications, including minimum distance separation and source protection.
• Provide written comments and professional advice on zoning matters for various development applications (site plans, variances, amendments, severances, subdivisions).
• Interpret the County’s zoning by‑law and respond to inquiries about permitted uses, setbacks, parking, etc.
• Determine legal non‑conforming and non‑complying status of properties and prepare related responses.
• Monitor tourism partner and special event zoning compliance on a regular basis.
• Liaise with other departments and attend development meetings, pre‑consultations, and site‑plan review sessions.
• Perform other duties as assigned.

Required profile

• Minimum two‑year diploma in Land Use Planning, Architectural Technology, or a closely related field.
• At least two years of experience in planning, building, or zoning administration at the municipal level.
• Membership or eligibility for OPPI/CIP, OBOA, or OACETT certification is an asset.

Required skills

• Working knowledge of the Ontario Building Code.
• Familiarity with the Planning Act.
• Understanding of the Provincial Policy Statement.
• Knowledge of the Official Plan and Secondary Plans.
• Experience interpreting Zoning By‑Laws and zoning principles.
