HR Policy Specialist

About the role

The Human Resources Specialist (Policy) is based in ICAO’s Human Resources Branch in Montreal and serves as the lead expert on HR policy matters. Reporting to the Deputy Director, Human Resources, the incumbent reviews, develops and ensures compliance with HR policies, providing guidance to business partners and senior management.

Key responsibilities

• Review and analyse existing HR policies, identify gaps, benchmark best practices and propose revisions.
• Develop new HR policies and guidance, coordinate consultations with stakeholders and obtain approvals.
• Manage implementation of HR policies, promote consistent application, provide training and communication, and monitor compliance.
• Provide expert advice and interpretation of ICAO Staff Regulations, assess administrative risks and support complex HR cases.

Required profile

• Demonstrated expertise in HR policy development and analysis within an international or UN‑system context.
• Strong ability to work independently, coordinate with multiple stakeholders and deliver risk‑based recommendations.
• Experience advising senior management on policy implementation and compliance.
