Associate Human Resources Officer

About the role

The Associate Human Resources Officer supports the Human Resources Branch in managing ICAO's HR programme. Reporting to the Deputy Director, the role coordinates planning activities, implements major HR initiatives, and prepares reports for senior management and governing bodies.

Key responsibilities

• Coordinate planning and implementation of HR projects in line with ICAO standards.
• Provide guidance to HR sections to ensure a harmonised programme approach.
• Participate in the design and development of selected HR initiatives.
• Support the ICAO People Strategy, digital transformation, and other change‑management projects.
• Prepare accurate and timely HR activity reports for decision‑making.
• Monitor project lifecycles, track performance and flag risks.
• Develop communication tools such as the HR Talk Shop and monthly HR Newsletter.
• Contribute to capacity‑building by preparing training materials and disseminating guidance.

Required profile

• Experience coordinating HR initiatives and projects.
• Familiarity with ICAO standards and procedures.
• Ability to prepare HR papers, reports and respond to surveys from UN and international bodies.
• Strong analytical and research skills for HR topics.
• Capability to work with minimal supervision and manage confidential matters.
