Water and Wastewater Billing Supervisor

About the role

The Water and Wastewater Billing Supervisor reports to the Manager of Financial Services/Deputy Treasurer and leads the billing and collections function for water and wastewater services. This full‑time position supervises a billing clerk and collaborates with the Water and Wastewater Supervisor to ensure timely service work order completion.

Key responsibilities

• Oversee water and wastewater billing accuracy, dispute resolution, payment plan negotiation, and account adjustments.
• Recommend and implement policy, procedure, or technology changes to improve customer service and billing efficiency.
• Develop internal audit strategies and controls to maintain billing system integrity.
• Assist in preparing departmental budgets, performing rate analysis, and recommending rate changes.
• Support monthly budget‑vs‑actual financial reporting and general account analysis.
• Maintain the Tangible Capital Asset database and aid lifecycle costing analysis for the Asset Management Team.
• Issue miscellaneous water service invoices, reconcile accounts receivable, and manage collections.

Required profile

• University or college degree/diploma in accounting, finance, or a related field.
• Minimum three years of progressively responsible experience in a financial environment.
• Strong knowledge of financial principles, analytical techniques, management accounting, and internal controls.
• Accounting designation (or pursuit of one) is an asset.
