Senior Finance and Budget Assistant

About the role

The United Nations Environment Programme (UNEP) is seeking a Senior Finance and Budget Assistant to join the Finance and Budget Unit of the Secretariat of the Convention on Biological Diversity (SCBD) in Montreal. Reporting to the Head of the Administration Division and the Head of the Finance and Budget Unit, the incumbent will support budget preparation, financial monitoring, and treasury operations.

Key responsibilities

• Act as Certifying Officer in the absence of SCBD Finance Officers.
• Review, analyse and assist in finalising cost estimates and budget proposals, ensuring compliance with the SCBD RBB framework and legislative mandates.
• Support managers in preparing resource requirements for budget submissions.
• Research and assist senior Finance Officers with budget reviews of intergovernmental and expert bodies.
• Prepare allotments, monitor fund redeployment, and ensure appropriate expenditures.
• Monitor budget implementation, recommend reallocation of funds, and review requisitions for goods and services.
• Oversee extra‑budgetary resources, reviewing agreements and cost plans for compliance.
• Assist in preparing and finalising budget performance reports and variance analyses.
• Maintain integrity of financial databases and verify data accuracy.
• Manage grants financials, process third‑party payments, and review incoming payment instructions.
