Project Manager, SCADA and Operational Technology Security

About the role

The City of Hamilton is seeking a Project Manager to lead security for its SCADA and Operational Technology (OT) environment across water and wastewater treatment facilities. Reporting to the Superintendent SCADA, you will oversee the full lifecycle of network and application security, ensuring compliance with privacy laws and reliable operation of critical infrastructure.

Key responsibilities

• Develop, implement, and enforce security policies, procedures, and authentication rules for SCADA/OT systems.
• Conduct security risk analyses, audits, and periodic assessments, and recommend corrective actions.
• Configure and maintain firewalls, anti‑virus software, intrusion detection systems, and apply security patches in collaboration with IT and operations staff.
• Provide expertise on tender documents, consultant selection, budgeting, and policy development for SCADA/OT security projects.
• Educate and coach Hamilton Water Operations and PMATS staff on security best practices and emerging threats.

Required profile

• University degree or college diploma in Computer Science, Electrical Engineering, Computer Technology or related field.
• Demonstrated experience with SCADA/OT infrastructure, networking, and security.
• Strong knowledge of legislative requirements for security and privacy.
• Experience applying project management principles to technical initiatives.

• Network traffic analysis and industrial protocols (Modbus, Rs485, DeviceNet, BACnet).
