Manager of Taxation and Payment Processing

About the role

The City is seeking a senior professional to lead its Taxation and Payment Processing team within the Revenue Division. Reporting to the Director of Revenue, the manager will oversee property tax billing, payment processing for taxes, utilities and other receivables, and the assessment base management function.

Key responsibilities

• Directly supervise 7‑8 staff members, handling hiring, training, performance management and fostering a safe, customer‑focused environment.
• Manage the full property tax billing cycle, approve adjustments, rebates and deferrals, and ensure compliance with municipal legislation and GAAP.
• Develop, implement and monitor policies and procedures for payment processing, accounts receivable and cash handling.
• Oversee assessment base management, including review and appeal of property assessments from the Municipal Property Assessment Corporation.
• Contribute to the City’s budget preparation, financial reporting and Council reporting processes.
• Lead complex projects aimed at improving departmental efficiency and enhancing resident customer experience.
• Handle escalated customer issues with professionalism and empathy.
