Head of External Relations – Canada

About the role

The Head of External Relations will lead strategic external engagement, partnerships and resource mobilisation for IOM Canada, reporting to the Head of Office and senior director in HQ.

Key responsibilities

• Design and implement a country‑level resource mobilisation strategy aligned with IOM priorities.
• Represent IOM in high‑level political engagement and policy dialogue with government officials.
• Develop approaches to maximise IOM visibility and influence across Canada.
• Lead donor engagement, identify strategic donors and funding opportunities, and manage resource mobilisation initiatives.

Required profile

• Master’s degree in Political, Social Sciences, International Relations or related field with at least ten years of relevant experience (or university degree with twelve years).
• Senior‑level donor relations and policy dialogue experience in international migration.
• Proven track record in resource mobilisation across donor types and developing institutional strategies.
• Experience advising senior leadership, managing budgets and staff, and leading capacity‑building initiatives.

Required skills

• Engagement with Canada’s political and governmental system.
• Excellent public speaking, communication and writing skills.
• Knowledge of IOM systems and processes.
• Ability to work in multicultural environments and under pressure.
