Associate Administrative Officer

About the role

The International Civil Aviation Organization (ICAO) is seeking an Associate Administrative Officer to join its Air Transport Bureau in Montreal. The role supports the Bureau’s strategic objectives across safety, security, environmental sustainability and economic development by delivering high‑quality human‑resource services and administrative support.

Key responsibilities

• Implement ICAO HR policies and procedures, ensuring a customer‑service oriented culture.
• Manage staff administration tasks including office allocation, workforce planning, recruitment and talent development with a focus on inclusion, diversity and gender equity.
• Monitor and report on the Air Transport Bureau’s financial budgets.
• Oversee and coach General Service staff assigned to administrative functions.
• Provide liaison support to internal units, UN bodies, regional offices and other international organisations.

Required profile

• Relevant experience in human‑resource administration within an international or public‑sector environment.
• Strong understanding of HR policy implementation, staff recruitment and talent development.
• Ability to translate operational needs into workforce actions.
• Excellent organizational and communication skills, with sensitivity to inclusion, diversity and gender issues.
