Learning & Development Consultant

About the role

The Ontario Clean Water Agency (OCWA) is seeking a Learning & Development Consultant to lead onboarding, training design, and competency development for staff across the province. You will work closely with regional teams, subject‑matter experts, and compliance officers to ensure a high‑quality learning experience that supports safe water delivery.

Key responsibilities

• Coordinate and deliver OCWA’s onboarding program for regional staff.
• Conduct needs assessments and maintain a training matrix to identify skill gaps.
• Partner with departments and experts to design and deliver compliance, certification, and health & safety training.
• Lead projects to develop training standards, industry‑specific courses, and events.
• Provide input on learning measurement, evaluation methods, and reporting.
• Support audits by supplying records, reviewing action items, and creating training plans to address gaps.
• Develop synchronous and asynchronous courses using the LMS and track engagement and completion rates.
• Travel frequently, including overnight stays, to rural and remote locations within the assigned region.

Required profile

• Experience in adult education, learning needs assessment, and program design.
• Strong project‑management and planning skills.
• Ability to collaborate with diverse stakeholders and subject‑matter experts.
• Excellent communication and presentation abilities.
