HR Business Partner – People & Culture (Full‑Time)

About the role

The HR Business Partner (People & Culture) reports to the Director of Human Resources and leads day‑to‑day operations of the People & Culture department. This position shapes HR practices that foster an employee‑oriented, high‑performance culture while supporting the agency’s evolving community needs.

Key responsibilities

• Develop and administer HR programs, policies, and procedures aligned with strategic goals.
• Participate in setting departmental objectives, measurements, and budget monitoring.
• Manage full‑cycle recruitment for unionized and non‑unionized positions, including planning, screening, interviewing, and selection committee participation.
• Handle labour‑relations matters: investigate complaints, mediate informal grievances, approve disciplinary actions, and represent the agency in arbitration or negotiations.
• Coordinate grievance hearings, prepare evidence for disciplinary proceedings, and research relevant case law.

Required profile

• Experience in HR administration, recruitment, and labour‑relations within a unionized environment.
• Strong analytical and problem‑solving abilities with attention to detail.
• Excellent communication skills to advise managers and support agency directors.
• Ability to develop and implement HR strategies that align with organizational objectives.
