Head of Talent and Organizational Effectiveness

About the role

The Head of Talent and Organizational Effectiveness will join the Executive Leadership Team of CDEV, reporting directly to the CEO. Based in Toronto with a hybrid work arrangement, this senior leader will shape the organization’s people strategy, culture, and leadership capacity to support Canada’s most significant economic and nation‑building initiatives.

Key responsibilities

• Partner with the CEO, Board, and senior leaders to design and execute talent strategies aligned with CDEV’s national mandate.
• Lead succession planning, leadership development, and organizational effectiveness initiatives.
• Advise on culture, employee engagement, and performance improvement across the corporation.
• Build and sustain a high‑performing HR function that attracts, develops, and retains top talent.
• Ensure talent initiatives are integrated with CDEV’s public‑sector purpose and private‑sector execution model.

Required profile

• Proven executive experience in talent management, organizational development, or HR leadership within complex, high‑growth environments.
• Demonstrated ability to influence CEOs, Boards, and senior executives on strategic people matters.
• Strategic foresight combined with a pragmatic, results‑oriented approach.
• Strong integrity, collaborative style, and ability to inspire confidence.
• Bilingualism (English/French) is an asset.
