Electrical Project Manager - Utilities Construction

About the role
Black & McDonald’s BC Utilities team is expanding and seeks an experienced Electrical Project Manager – Utilities Construction. The role is for a strategic thinker with extensive electrical utilities construction experience who will lead complex projects with an established industry contractor. The position is based in Vancouver and reports directly to the Operations Manager.
Key responsibilities
- Lead assigned projects (CAD 10‑50M+ range) to achieve cost, schedule, quality, safety, and contract performance goals.
- Define project objectives, policies, and performance standards in alignment with company and contract requirements.
- Build and maintain strong relationships with clients, consultants, subcontractors, suppliers, and internal teams.
- Develop and manage construction schedules and milestones.
- Monitor, report, and forecast progress, labour productivity, budget, and costs.
- Ensure compliance with HSE regulations, company policies, and contractual obligations.
- Prepare project estimates and negotiate scope changes as needed.
- Draft and manage contracts, including revisions and additions.
- Complete monthly cost forecasting, productivity reports, and project documentation on time.
- Identify and mitigate risk within work, contracts, and work‑in‑progress.
- Coordinate materials, equipment, and workforce resources.
Required profile
- Degree or Diploma in Construction Project Management, Electrical Engineering, or Red Seal Electrical Journeyman certification.
- Professional designations such as P.Eng., PMP, Gold Seal, or construction safety certifications are assets.
- 5+ years as a Project Manager in the construction industry with a contractor.
- 5‑10 years in the electrical industry with direct experience on large‑scale utility projects.
- Proven experience in estimation, strategic procurement, and negotiation.
- Experience with commissioning, integration, and applying QA/QC to projects.
- Experience with medium/high‑voltage utility work, roadway lighting, traffic signals, and substations (asset).
- Experience with P3, design‑build, or WWTP projects is considered an asset.
Required skills
- Contract management and risk identification.
- Construction scheduling, planning, and execution.
- Interpretation of project designs and specifications.
- Knowledge of local and provincial labour codes.
- Technical proficiency in MS Office Suite, Microsoft Project, JD Edwards or Oracle‑based ERP systems.
- Familiarity with Procore Construction Management Software.
- Willingness to travel to sites across Vancouver Lower Mainland and Vancouver Island.
- Valid BC driver’s licence.
