Director, Employment Relationship Strategy

About the role

The Toronto Police Service is seeking a senior HR leader to shape and execute its employment relationship strategy. Reporting to the Chief Administrative Officer, you will guide the development of the employee value proposition and oversee how the Service engages with employees, bargaining groups, and the Police Service Board.

Key responsibilities

• Provide strategic advice to senior management, Command Officers, the Chief of Police, and the Board on employment‑related matters.
• Lead multiple HR units covering workforce strategy, labour relations, compensation and benefits, occupational health and safety, employee wellbeing, and HR service delivery.
• Drive modernization initiatives through technology, analytics, governance, and continuous process improvement.
• Develop and implement enterprise‑wide employment strategies that support organizational effectiveness, operational readiness, and police reform.
• Oversee budget, policy development, risk management, and stakeholder relationship management.

Required profile

• Extensive senior‑level experience in human resources within large public‑sector or municipal organizations.
• Proven ability to lead complex employment‑relationship initiatives and navigate political environments.
• Strong track record in budget oversight, policy formulation, and risk management.
• Excellent communication and stakeholder‑engagement skills.
