Consultant – HPMP Desk Study (Remote)

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to conduct a desk study on the contribution of HCFC phase‑out management plans to policy development, regulatory frameworks and national strategies under the Montreal Protocol. The assignment is remote and will last approximately five months.

Key responsibilities

• Collect, review and analyse project and policy documents submitted to the Multilateral Fund Executive Committee and internal Secretariat materials.
• Prepare an inception paper outlining the methodological design to address the terms of reference.
• Synthesize data and produce an advanced draft of the desk study, including figures, tables and infographics.
• Consolidate supportive data, questionnaires and data‑collection tools as annexes.
• Present findings to the Senior Evaluation Officer and relevant Secretariat staff, incorporating feedback.
• Finalize the desk study report, integrating all comments and recommendations.

Required profile

• Experience in environmental policy analysis and evaluation, particularly related to the Montreal Protocol, HCFC/HFC phase‑out, and ozone‑layer protection.
• Ability to work independently under the guidance of a Senior Evaluation Officer and meet established milestones.
• Strong written communication skills for preparing technical reports and presentation materials.
