Senior Procurement Specialist (Construction)

About the role

We are looking for two Senior Procurement Specialists to independently manage end‑to‑end procurement for complex construction projects. The role focuses on pre‑award activities for Design‑Bid‑Build, Design‑Build, CMAR and other delivery models, ensuring compliance with public‑sector legislation and trade agreements.

Key responsibilities

• Lead complex construction procurements from market analysis through tender issuance, evaluation, negotiation and award.
• Develop and issue procurement documents (RFPs, RFTs, NRFPs, RFIs, addenda) using MasterFormat and internal templates.
• Validate technical specifications, drawings, scopes, cost estimates and schedules for commercial viability.
• Ensure compliance with CFTA, CETA, internal policies and best practices.
• Facilitate pre‑bid meetings, site tours, bidder Q&A, debriefs and consensus evaluations.
• Conduct market research, vendor pre‑qualification and risk assessments.
• Prepare award recommendations, evaluation summaries and audit‑ready reports.
• Identify process improvements and support category strategy development.

Required profile

• Post‑secondary diploma or university degree in procurement, business, engineering or a related field.
• Extensive experience managing construction procurements for major capital projects.
• Strong knowledge of public‑sector procurement legislation and trade agreements (CFTA, CETA).
• Proven ability to develop clear, compliant procurement documentation.
