Senior Financial Analyst

About the role

The Town of Whitby is seeking a Senior Financial Analyst to join its Finance team. Reporting to the Senior Manager of Financial Planning, you will provide financial analysis, advice, and support to a portfolio of municipal departments, helping shape multi‑year operating and capital budgets, forecasts, and long‑term financial strategies.

Key responsibilities

• Develop, monitor, and update multi‑year operating and capital budgets for assigned departments.
• Prepare financial forecasts, variance analyses, and long‑term financial models.
• Provide actionable financial recommendations to department heads, senior management, and elected officials.
• Collaborate with internal and external stakeholders to ensure alignment with the Town’s strategic objectives.
• Assist in the preparation of financial reports, presentations, and briefing materials for council meetings.

Required profile

• Post‑secondary education in finance, accounting, economics, or a related field.
• Significant experience (typically 5+ years) in financial analysis or budgeting within a public‑sector or large‑organization environment.
• Strong understanding of municipal finance, capital planning, and long‑term forecasting.
• Excellent communication skills with the ability to build relationships at all organizational levels.

Required skills

• Financial modeling and budgeting techniques.
• Proficiency in Microsoft Excel and financial reporting tools.
• Ability to interpret and present complex financial data clearly.
