Procurement Manager – Construction Industry

About the role

Hall Constructors is seeking a Procurement Manager to lead the procurement function across multiple divisions and project types. The role is strategic, focusing on vendor partnership development, contract negotiation, and leveraging purchasing power to achieve cost savings and operational efficiency.

Key responsibilities

• Lead the full procurement cycle – sourcing, negotiating, contracting, and issuing purchase orders.
• Develop, maintain, and optimise the Preferred Vendor & Subcontractor List.
• Review, approve, and sign off subcontract agreements to ensure compliance with company standards.
• Negotiate pricing, rebates, incentives, and volume‑based discounts.
• Support estimating and operations by aligning buy‑vs‑rent strategies with project requirements.
• Conduct vendor performance audits and recommend retention or replacement.
• Monitor market conditions, pricing trends, and supply‑chain risks.
• Ensure procurement compliance with financial controls, company policy, and ethical standards.
• Maintain accurate records, reporting, audit support data, and documentation.
• Mentor purchasing staff and foster collaboration across divisions.

Required profile

• 5–7 years of progressive procurement experience in the construction industry.
• At least 2 years in a management or lead role.
• Post‑secondary education in Business, Supply Chain, or a related field.
• SCMP or CIPS designation is an asset.
• Experience reviewing and approving subcontract agreements.
• Valid BC Class 5 driver’s licence.

Required skills

• Proficiency with ERP/accounting systems (Acumatica preferred).
• Advanced Excel skills – pivot tables, Power Query, spend analysis, and reporting.
• Strong knowledge of Microsoft Word, PowerPoint, Teams, and SharePoint.
• Ability to identify cost‑saving opportunities and execute procurement strategies.
• Experience preparing procurement performance reports and vendor scorecards.
