Director, Project Delivery and Innovation

About the role

The Major Highway Projects Division is seeking a senior leader to oversee the end‑to‑end delivery of Highway 413 and to drive innovative project delivery frameworks across Ontario’s highway network. Reporting to the Assistant Deputy Minister, the Director will guide a high‑performing team through planning, design, and construction while fostering collaboration with external partners and other government ministries.

Key responsibilities

• Provide strategic and technical direction for provincial highway projects and multi‑ministry initiatives.
• Champion alternative delivery models such as Progressive Design‑Build to improve efficiency and outcomes.
• Build and maintain strong relationships with transportation stakeholders, internal ministries, and external partners.
• Develop team structures and processes that ensure effective delivery of a dynamic project portfolio.
• Prepare briefings and strategic advice for the Minister, Deputy Minister and Assistant Deputy Minister.
• Promote a culture of collaboration, inclusion, equity, accessibility and employee well‑being.

Required profile

• Extensive experience delivering large, complex infrastructure projects.
• Proven ability to lead transformational change and adopt innovative delivery methods.
• Strong executive leadership skills with a track record of managing diverse, high‑performing teams.
• Commitment to fostering diversity, inclusion, anti‑racism and equity in the workplace.
• Resilience and capability to motivate teams through fast‑paced environments.

Required skills

• Knowledge of alternative infrastructure delivery models (e.g., Progressive Design‑Build).
