Application Designer / Developer – Remote (Canada)

About the role

This fully remote position supports a major public‑sector modernization program in Canada, replacing legacy education systems with a cloud‑based architecture. You will design, develop, and test scalable applications that manage student records, graduation processes, and data exchange platforms.

Key responsibilities

• Lead technical design, development, and implementation of new and enhanced business applications within a large‑scale modernization program.
• Translate business and technical requirements into clean, maintainable code aligned with system architecture and government standards.
• Plan, estimate, and coordinate development activities, including task assignment, prioritisation, and progress monitoring.
• Conduct unit, integration, and system testing to ensure high‑quality deliverables and compliance with user and policy requirements.
• Document technical work, system procedures, development artifacts, and reference materials.
• Support data conversion, backup, and security considerations throughout the development lifecycle.
• Participate in proof‑of‑concept initiatives to evaluate emerging technologies and reduce technical risk.
• Collaborate in agile ceremonies such as scrums, sprint planning, and stakeholder meetings with ministry teams.

Required profile

• 5+ years of experience in application development, system design, or software engineering.
• Minimum 2 years of experience working within the BC Government or a similar public‑sector IT environment.
• Strong experience in agile environments using Jira and Confluence.
• Excellent documentation and communication skills.

Required skills

• Java/J2EE with Spring and Hibernate/PrimeFaces frameworks.
• Web technologies: JavaScript, HTML5, CSS3.
• Authentication and security protocols: SAML, OAuth2, OpenID Connect, SiteMinder.
• Relational databases: PostgreSQL, Oracle.
• Version control: Git.
• Container platforms: OpenShift (migration from OpenVMS).
• Agile development practices.
