Sr. Human Resources & Organizational Development Manager

About the role

The Senior Human Resources & Organizational Development Manager provides strategic leadership for the people function of the Yuuəˀɩˀətˀ Government. Reporting to the Chief Administrative Officer and sitting on the senior management team, the role shapes multi‑year workforce, organizational design and culture strategy while overseeing the full HR portfolio and organizational development initiatives.

Key responsibilities

• Develop and lead a multi‑year workforce strategy, translating council and executive direction into staffing and capability plans.
• Lead organizational design and job architecture reviews, recommending structural changes and new functions.
• Own the position classification, banding framework and total‑rewards matrix governance.
• Design and deliver leadership development, learning pathways, succession planning and change‑management programs.
• Advise directors on complex employee‑relations matters, conduct investigations and manage employment risk.
• Maintain HR policy framework, ensure compliance with the Canada Labour Code and related legislation.
• Lead total‑rewards strategy, oversee compensation, benefits, pension and workforce cost analysis.
• Manage the HR and Organizational Development team, recruitment processes and HR digital service delivery.

Required profile

• Bachelor’s degree in Human Resources, Organizational Development, Business Administration or related field; CPHR designation strongly preferred.
• 8–10 years progressive HR experience, including 4–5 years leading an HR function at senior level.
• Proven experience in organizational development, succession planning, leadership development and change management.
• Strong knowledge of the Canada Labour Code, employment standards, human rights, OHS and privacy legislation.
• Experience advising executives on workforce strategy, organizational design and complex employment matters.
