Senior Procurement Specialist

About the role

Metrolinx’s GO Expansion program is seeking a Senior Procurement Specialist to lead and execute procurement activities for large‑scale civil and track works across the GO Transit network. You will work within a multidisciplinary team delivering infrastructure upgrades on the Lakeshore, Stouffville, Kitchener and Barrie lines.

Key responsibilities

• Lead procurement in line with approved strategies, budgets, schedules and corporate policies.
• Develop sourcing strategies for complex, high‑value, high‑risk packages using total cost of ownership principles.
• Prepare and manage bid documents (RFQs, RFPs, tender packages, scopes of work) and oversee evaluations and award recommendations.
• Conduct commercial and contractual negotiations with subcontractors and service providers.
• Draft, review and approve procurement contracts, purchase orders and amendments.
• Provide detailed reporting on procurement performance, risks, variances and market conditions.
• Manage subcontractor relationships and act as escalation point for complex procurement matters.
• Coordinate logistics and expediting for critical materials to support construction schedules.
• Maintain data integrity in procurement and enterprise systems.
• Mentor junior procurement team members and collaborate with engineering, construction, legal and finance teams.

Required profile

• 8+ years progressive experience in procurement or supply chain management, preferably on large infrastructure or construction projects.
• Post‑secondary education in supply chain, business, engineering, construction management or related field, or equivalent experience.
• Strong technical knowledge of construction and infrastructure project scopes, methodologies and delivery processes.
• Advanced understanding of procurement principles, ethical sourcing and contract management.
• Solid knowledge of contract law, commercial negotiations and public/private sector tendering processes.
• Proven ability to manage multiple complex procurement activities in a fast‑paced, deadline‑driven environment.
