Senior Procurement Consultant – Public Sector Transformation

About the role
This senior consulting position supports a multi‑year transformation of a public‑sector procurement function. The consultant will shape the future‑state vision, guide organizational redesign, and ensure change‑aware execution across a complex environment.
Key responsibilities
- Develop and refine the future‑state procurement vision, including guiding principles, operating model assumptions, and transformation objectives.
- Analyse procurement maturity assessments and translate findings into strategic themes, priorities, risks, and opportunities.
- Convert vision concepts into practical recommendations on structure, governance, decision‑making, roles, processes, and ways of working.
- Facilitate workshops and working sessions with procurement teams, business units, and support functions to validate assumptions and co‑create solutions.
- Produce executive‑ready materials, strategic analyses, business case inputs, options analysis, sequencing recommendations, risk assessments, resourcing plans, and implementation roadmaps.
- Apply a change‑aware, organizationally sensitive approach throughout the engagement, especially in the context of recent procurement consolidation.
Required profile
- Degree in Public Administration, Business, Organizational Development, Supply Chain Management, Policy, or a related field.
- 5–7 years of experience in strategic transformation, organizational redesign, enterprise change initiatives, or management consulting, preferably in the public sector.
- Proven ability to translate assessments or maturity reviews into future‑state visions, transformation strategies, and credible business cases.
- Strong facilitation and stakeholder‑engagement skills, capable of leading senior leadership discussions in sensitive environments.
- Excellent analytical, communication, and presentation abilities, with experience producing concise executive‑level written and visual materials.
- Working knowledge of public‑sector procurement principles, governance frameworks, accountability requirements, and change‑management practices.
