Senior Manager, Development

About the role

The Senior Manager, Development will lead commercial real‑estate development projects that support Choice Properties’ multi‑regional strategy across Quebec, Atlantic Canada and parts of Ontario. Reporting to senior leadership, the role oversees the full project lifecycle—from site acquisition due diligence to planning approvals, permitting and delivery—ensuring alignment with budgets, schedules and regulatory requirements.

Key responsibilities

• Lead entitlement and approval processes across multiple jurisdictions, managing official plan amendments, zoning changes, development permits and utility applications.
• Develop and manage consultant RFPs, scopes of work and project schedules, integrating internal teams and external advisors.
• Oversee budgeting, pro‑forma updates, and financial monitoring, including securities and letters of credit.
• Coordinate with leasing, construction, analytics, legal and asset‑management teams to align project milestones with tenant delivery obligations.
• Engage with municipal officials, community groups and joint‑venture partners to facilitate rezoning and entitlement negotiations.

Required profile

• 7+ years of experience in real‑estate development with multi‑jurisdictional exposure.
• Strong knowledge of planning legislation and municipal approval processes in Quebec, Atlantic Canada and Ontario.
• Fully bilingual in French and English (written and spoken).
• Post‑secondary degree in Urban Planning, Architecture, Real Estate or a related field.
• Proven ability to manage budgets, schedules, contracts and multidisciplinary teams from inception to close‑out.
• Valid Class 5 driver’s licence.
