Project Manager – Housing Development (Temporary)

About the role

The City is seeking a Project Manager to lead complex housing development and construction initiatives within the Housing Development Office. This temporary, 24‑month position provides strategic leadership to advance municipal housing goals.

Key responsibilities

• Develop and implement detailed project plans, policies, and program requirements.
• Manage multidisciplinary teams to ensure high‑quality delivery, effective communication, and adherence to budget and schedule.
• Conduct research on industry developments, legislation, and government initiatives to inform project decisions.
• Control project expenditures, monitor financial performance, and maintain compliance with approved budgets.
• Identify stakeholder requirements, analyze business processes, and recommend operational improvements.
• Handle emergency and priority situations by deploying appropriate resources.
• Evaluate external service providers for quality, timeline, cost, and task completion.
• Monitor deliverables, ensure timely completion, and uphold quality standards.

Required profile

• Proven experience managing large‑scale housing or construction projects.
• Strong leadership, communication, and negotiation abilities.
• Ability to analyze complex issues, anticipate impacts, and propose innovative solutions.
• Experience working with public‑sector policies, regulations, and multi‑agency collaborations.
