Manager, Parks

About the role

Reporting to the Director of Environmental Services, the Manager of Parks oversees planning, operation, maintenance and financial performance of City‑owned parks, facilities and open spaces. The role ensures adequate resources are available to deliver high‑quality service programs to the community.

Key responsibilities

• Administer and coordinate daily operations, delegating work, monitoring performance and supporting staff development.
• Provide strategic leadership aligned with corporate mission, community expectations and growth.
• Develop, coordinate and monitor the sectional budget and financial performance.
• Lead hiring, training, coaching, scheduling, disciplining and performance accountability for a large unionized workforce.
• Establish performance measures, KPIs and continuous‑improvement initiatives to enhance efficiency and service quality.
• Create and maintain business plans, program service levels and standard operating procedures in compliance with legislation.

Required profile

• University degree in Landscape Architecture or college diploma in Landscape Technology (or equivalent) with progressive supervisory experience in municipal parks.
• Significant experience in parks management, including planning, design and maintenance of park operations.
• Proven ability to lead a large unionized workforce and apply industry best management practices.
• Experience preparing and managing large operating and capital budgets.
• Strong understanding of applicable statutes, regulations, by‑laws, Health and Safety Act and collective bargaining processes.
• Excellent interpersonal and communication skills for interaction with staff, council, contractors and the public.
