Head of Science and Technology, British Consulate General Montreal

About the role

The British Consulate General in Montreal is seeking a Science and Technology Policy Officer (Higher Executive Officer) to lead science and technology engagement across Quebec and act as the national lead for artificial intelligence within the UK's Science and Technology Network (STN) Canada. The role builds partnerships with government, academia, the private sector and Indigenous partners on priorities such as AI, quantum, semiconductors, life sciences, advanced manufacturing, biotechnology and clean energy. It reports locally to the British Consul General and works with colleagues across Ottawa, Toronto, Montreal, Calgary and Vancouver.

Key responsibilities

• Build and maintain a network of science and technology stakeholders across Quebec and deliver a regional engagement plan (25%).
• Lead the national artificial intelligence sector plan and major AI projects (35%).
• Monitor developments in Quebec and Canada and produce briefings, visit notes and recommendations for UK stakeholders (15%).
• Design and deliver projects, manage small project budgets, logistics, evaluation and reporting (15%).
• Contribute to the STN Canada and Consulate culture and wider Consulate priorities (10%).

Required profile

• Legal status to live and work in Canada; in-person presence expected about 60% of the week, with remote work permitted.
• Expert in English and French.
• Permanent position, starting 11 January 2026, with no line management responsibilities.

Required skills

• Strong relationship management and the ability to build senior, diverse networks.
• Scientific and technological literacy across a range of technical topics.
• Ability to deliver at pace in a complex environment and to prepare briefings, speeches, visit programmes and policy submissions.
• Desirable: recent experience of science, technology and innovation partnership development, knowledge of Canadian federal/provincial policy, and knowledge of UK science and innovation strengths.
