Director, Air Transport Bureau

About the role

The Director of the Air Transport Bureau (ATB) at the International Civil Aviation Organization (ICAO) leads the development and implementation of global air transport policies, standards and programmes. Reporting directly to the Secretary‑General, the role ensures the Bureau’s work aligns with ICAO’s strategic goals of safety, sustainability, accessibility and economic development.

Key responsibilities

• Formulate ATB’s overall strategies, policies and business plan.
• Direct and manage the execution of the Bureau’s work programmes, including standards and recommended practices (SARPs) in Annexes 9, 16 and 17.
• Oversee the development and implementation of aviation security, environmental and data‑statistics initiatives such as the Global Aviation Security Plan, Universal Security Audit Programme and CO₂ emissions reduction actions.
• Provide expert advice and assistance to the Secretary‑General, ICAO governing bodies and member States on air transport regulation, economics, airport and navigation services funding, and machine‑readable travel documents.
• Lead a team of experts and coordinate with ICAO regional offices, United Nations bodies, other international organisations and regional civil aviation organisations.
• Maintain and disseminate civil aviation data, forecasts and statistics on unlawful interference, noise and emissions.

Required profile

• Extensive senior‑level experience in international civil aviation and air transport policy.
• Proven leadership of multidisciplinary expert teams.
• Strong understanding of ICAO standards, security programmes and environmental initiatives.
• Ability to develop and implement strategic plans and business models.
• Excellent liaison and coordination skills with UN agencies and global aviation stakeholders.
