Chief Project Officer – NEWPCC Redevelopment

About the role

The City of Winnipeg is seeking a senior executive to lead the delivery of the North End Water Pollution Control Centre (NEWPCC) Upgrade Program, a landmark $3 billion infrastructure initiative. Reporting to the Chief Administrative Officer, the Chief Project Officer will provide enterprise‑level leadership across the full program lifecycle.

Key responsibilities

• Provide strategic direction and oversight for planning, design, procurement, construction, commissioning and operational readiness.
• Ensure the program is delivered within approved scope, schedule, budget and regulatory requirements.
• Maintain strong governance, disciplined risk management and transparent stakeholder communication.
• Collaborate with city leadership, government partners, regulators, consultants, contractors and funding agencies.
• Report progress and performance to senior city officials.

Required profile

• Degree in Engineering, Construction Management or a related discipline.
• Professional designation such as P.Eng. or PMP is an asset.
• 10‑15 years of progressive leadership experience, including accountability for major projects valued at $500 million or more.
• Proven track record delivering large‑scale capital programs in complex, high‑accountability environments.
