Utility Foreman

About the role

The City of Brooks is seeking a Utility Foreman to oversee the safe and reliable operation of its water distribution, wastewater, storm water and irrigation systems. This full‑time permanent position reports to the Works & Utilities Manager and includes supervisory responsibilities for field staff.

Key responsibilities

• Plan, coordinate and supervise daily operations of water distribution, wastewater collection, treatment and storm water systems.
• Prepare shift and standby schedules and ensure coverage for after‑hour call‑backs and emergencies.
• Maintain compliance with design specifications, permits, licensing requirements and safety standards.
• Inspect and maintain fire hydrants, traffic signals, street lights and airport fuel equipment as needed.
• Manage inventory, purchase supplies, chemicals and repair parts, and keep accurate records.
• Prepare operational reports, budgets, and recommendations for the Manager and governmental authorities.

Required profile

• High school diploma or equivalent; 5‑10 years experience in utility operations.
• 3‑5 years supervisory experience in a similar setting.
• Full certification for City of Brooks water distribution, wastewater collection, treatment and storm water.
• Valid Class 3 driver’s licence with Q endorsement, clean abstract, and required safety certifications (First Aid, Confined Space, Fall Protection, H2S, etc.).

Required skills

• Advanced Excel and Microsoft Office proficiency.
• Water Operator’s certificate program.
• Mechanical aptitude and ability to operate utility equipment and vehicles.
• Knowledge of chemical and mechanical processes for water, wastewater and storm water treatment.
• Strong public‑relations and written communication skills.
