Training & Capacity Building Lead

About the role

The Training & Capacity Building Lead will design and execute comprehensive learning strategies that strengthen organizational capabilities and support successful program delivery in Riyadh. This senior role partners with business leaders to ensure stakeholders have the knowledge, skills, and resources needed for new processes, systems, and technologies.

Key responsibilities

• Develop and implement a training and capacity‑building strategy aligned with program objectives and corporate priorities.
• Conduct Training Needs Analyses to identify competency gaps across stakeholder groups.
• Design curricula, learning pathways, facilitator guides, and participant materials.
• Prepare annual and project‑specific training plans, schedules, and delivery roadmaps.
• Coordinate internal and external trainers, SMEs, and learning partners for high‑quality delivery.
• Oversee classroom, virtual, blended, and on‑the‑job training while ensuring consistency and quality.
• Create assessment methods, certification programs, and competency measurement frameworks.
• Monitor participation, completion rates, assessment results, and effectiveness using defined KPIs.
• Produce dashboards, impact assessments, and management reports on learning outcomes.
• Collaborate with project managers, HR, change management, and communications teams to drive organizational readiness.
• Maintain learning repositories, training records, and knowledge‑management documentation.
• Continuously improve programs based on feedback, lessons learned, and best practices.

Required profile

• Bachelor’s degree in Human Resources, Education, Organizational Development, Business Administration, Information Technology or related field.
• Master’s degree in Learning & Development, Organizational Development, Education or Business Administration is an advantage.
• Minimum 10 + years of experience in learning and development, corporate training, or capacity building within large enterprises, digital transformation programs, or government environments.
• Proven experience designing and delivering enterprise‑wide training programs, competency frameworks, and certification initiatives.
• Strong knowledge of adult‑learning principles, instructional design methodologies (ADDIE, SAM), competency development, and evaluation models such as Kirkpatrick.
• Experience with Learning Management Systems (LMS) and digital learning solutions.
