Technical Manager – Heavy Civil Projects

About the role

Clearway is seeking a Technical Manager to lead technical and design efforts across pre‑construction pursuits and major heavy‑civil projects. The role integrates design, engineering, constructability, scheduling, and risk management to deliver safe, practical and competitive solutions. Reporting to the Vice‑President of Alternative Procurement, the manager will work from Clearway’s head office in Maple, Ontario, with hybrid flexibility.

Key responsibilities

• Lead technical and design management for RFQs, RFPs, tenders, pre‑construction assignments and active major projects.
• Review procurement documents, drawings, specifications and geotechnical reports to identify requirements, constraints and opportunities.
• Establish and manage design schedules, deliverable matrices, comment logs and technical action trackers.
• Coordinate designers and technical partners to align design development with construction methodology, budget and contractual obligations.
• Conduct constructability reviews covering sequencing, logistics, temporary works, shoring, dewatering and safety.
• Develop value‑engineering and innovation opportunities to reduce cost, shorten schedule and improve safety.
• Support proposal content, ensuring technical responses are compliant, differentiated and aligned with commercial strategy.

Required profile

• Bachelor’s degree in Civil Engineering or related discipline.
• Current P.Eng. licence in Ontario (or eligibility to obtain).
• 10+ years of progressive experience in heavy civil infrastructure, design management or pre‑construction.
• Experience with alternative delivery models such as DB, CMAR, Alliance, P3 or IPD.
• Strong knowledge of heavy civil construction sequencing, temporary works and constructability.
