Supervisor, Operations - Roads/Traffic

About the role

The Supervisor, Operations – Roads/Traffic leads the daily delivery of road, traffic sign, pavement marking and storm‑water services for the Town of Whitby. Reporting to the Senior Manager, Operations – Roads & Traffic, the role ensures safe, efficient and compliant infrastructure while supporting the town’s growth plans.

Key responsibilities

• Supervise and direct staff across urban and rural road divisions, traffic signage, pavement markings and storm‑water management.
• Develop and monitor maintenance standards, work plans and contracts for staff and external contractors.
• Maintain a visible field presence to coach employees, enforce safety, and ensure operational accountability.
• Assist with operating and capital budget preparation, track expenditures and prepare performance reports.
• Handle public inquiries, after‑hours emergencies and storm events, ensuring compliance with relevant legislation.

Required profile

• Post‑secondary diploma in Civil Engineering or related discipline.
• Minimum five years of progressive supervisory experience, preferably in a unionised municipal environment.
• Strong leadership, communication and problem‑solving abilities.
• Ability to manage budgets, contracts and legislative compliance.
• Valid Class G driver’s licence.

Required skills

• Civil Engineering knowledge (design, construction and maintenance of road infrastructure).
• Proficiency with Microsoft Office Suite (Outlook, Word, Excel).
