Senior Consultant – Privacy & Data Governance (Ontario)

About the role

The Senior Consultant will lead the design and implementation of a modern, PHIPA‑aligned privacy and data‑governance framework to support electronic health record modernization and digital health transformation across Ontario. This senior‑level position provides strategic advice and hands‑on support for complex, multi‑stakeholder initiatives.

Key responsibilities

• Develop and operationalize a privacy and data‑governance model that complies with PHIPA and Ontario Public Service standards.
• Provide senior‑level strategic counsel to public‑sector health organisations on privacy, risk, and data‑management matters.
• Plan and support the implementation of large‑scale privacy and governance projects, including transition planning and change management.
• Engage with diverse stakeholder groups, manage change initiatives, and foster a culture of privacy awareness.
• Lead privacy impact assessments, threat and risk analyses, and policy development activities.
• Apply PMP/PMI methodologies to ensure project delivery on time and within scope.

Required profile

• 10+ years of advanced experience in health‑privacy, PHIPA compliance, and privacy governance within Ontario’s health system.
• Proven track record delivering senior‑level strategic advice on national or international privacy initiatives.
• Extensive experience managing complex stakeholder landscapes and diverse data ecosystems.
• Background working with federal, provincial, or broader public‑sector healthcare providers.
• Familiarity with public‑sector enterprise architecture artifacts and PMP/PMI practices.
