Manager, Health and Safety

About the role

The Manager, Health and Safety will lead Commissionaires Ottawa’s occupational health, safety, wellness and injury/illness management programs. Reporting to the CHRO, this senior professional acts as the organization’s H&S subject‑matter expert, ensuring compliance with Ontario and Quebec legislation and fostering a prevention‑focused safety culture.

Key responsibilities

• Maintain up‑to‑date H&S policies, procedures and audit‑ready documentation to ensure compliance with Ontario and Quebec legislation.
• Conduct workplace inspections, hazard assessments, compliance audits and investigations of incidents, injuries, work refusals, complaints and near misses.
• Manage WSIB, CNESST and non‑occupational claims, including reporting, documentation, return‑to‑work planning and medical coordination.
• Support Ministry of Labour and CNESST inspections, respond to inquiries, prepare documentation and implement corrective actions.
• Lead return‑to‑work and accommodation processes by reviewing functional abilities and collaborating with internal stakeholders and healthcare providers.
• Analyze incident and claims data to identify trends, emerging risks and prevention priorities, providing evidence‑based recommendations to senior leadership.
• Provide expert guidance and training to managers, supervisors and employees on injury reporting, hazard control, safe work practices and emergency preparedness.
• Support Joint Health and Safety Committees (JHSCs) and ergonomics assessments.

Required profile

• Proven experience managing occupational health and safety programs in Ontario and Quebec.
• Hands‑on experience with WSIB, CNESST and non‑occupational claims management.
• Strong knowledge of Ontario and Quebec health and safety legislation.
• Demonstrated ability to conduct inspections, audits and incident investigations.
• Experience leading return‑to‑work and accommodation processes.
