Human Resources Specialist – Policy (HR)

About the role

The International Civil Aviation Organization (ICAO) is seeking a Human Resources Specialist – Policy to lead the development, review and implementation of HR policies. Based in Montreal, the incumbent will act as the principal advisor on HR policy matters, ensuring alignment with ICAO’s People strategy, staff regulations and best‑practice standards.

Key responsibilities

• Assess, review and analyse existing HR policies and procedures to identify gaps, omissions and opportunities for improvement.
• Conduct research and benchmarking of HR management practices across the UN system and the aviation sector, recommending adoption of best practices.
• Develop new HR policies, guidance material and revisions, managing stakeholder consultations and approvals.
• Monitor compliance with HR policies, provide authoritative advice and interpret ICAO Staff Regulations and Staff Rules.
• Perform risk‑based analysis of policy implications and advise senior management on contractual and procedural risks.
• Collaborate with other UN common‑system entities, governments and industry organisations on innovative HR policy approaches.

Required profile

• Demonstrated expertise in HR policy development and analysis, preferably within an international or public‑sector environment.
• Strong knowledge of staff regulations, rules and HR‑related issuances.
• Ability to work independently, manage priorities and deliver results in line with approved work plans.
• Excellent communication and stakeholder‑engagement skills.
