Business Analyst

About the role

The Business Analyst provides strategic leadership for the Enforcement Division, focusing on Animal Services. This role designs, evaluates and continuously improves programs, policies and operational frameworks to ensure data‑informed, community‑responsive service delivery.

Key responsibilities

• Lead by‑law review, policy development and program design for Animal Services, aligning with legislative requirements and council direction.
• Analyse operational, community and legislative trends to identify gaps, risks and opportunities, and translate findings into actionable recommendations.
• Develop, review and optimise business processes and standard operating procedures to enhance consistency and efficiency.
• Drive data analytics, performance measurement and dashboard development, including KPI design, data audits and reporting tools.
• Support preventative programmes that address systemic non‑compliance through data‑driven and community‑informed approaches.
• Manage end‑to‑end projects, including business case development, process redesign, system implementation and change management.
• Research and benchmark best practices to inform innovation and continuous improvement across the division.
• Prepare briefing materials, presentations and reports for senior decision‑makers.

Required profile

• Proven experience in program and policy development within a municipal or regulatory environment.
• Strong analytical ability to interpret legislative, operational and community data.
• Demonstrated project management skills, including business case creation and change management.
• Excellent written and verbal communication skills for drafting policies, reports and stakeholder briefings.
