Program Director – Provincial Highways

About the role

Parsons is seeking a Program Director with experience leading roadway and highway design‑build projects for the Ministry of Transportation in the Greater Toronto Area. The role will oversee civil design teams on both conventional and design‑build projects and help expand the business relationship with the MTO.

Key responsibilities

• Oversee and manage the overall civil design team on conventional and design‑build MTO highway programs.
• Play a key role in growing Parsons’ business with the Ministry of Transportation.
• Manage awarded design projects supported by a strong multidisciplinary design team.
• Lead multidisciplinary design teams on high‑profile highway widening and interchange modification projects.

Required profile

• University degree in Engineering (or related field) and a Professional Engineer (P.Eng.) designation.
• 15+ years of experience delivering major or significant MTO projects.
• Hands‑on project management experience for 3‑5 large MTO detailed design highway widening or interchange modification projects.
• Proven background leading multidisciplinary design teams on challenging, high‑profile projects.
• Project management experience for MTO Environmental Assessment and preliminary design projects (preferred).
