Learning & Development Specialist

About the role

Trillium Rail Partners is seeking a Learning & Development Specialist to design, develop and deliver training programmes that support workforce capability on the Eglinton Crosstown West Extension rail project. The role works in a complex design‑build / P3 environment, collaborating with project leadership, HR, safety and functional teams to ensure employees and contractors have the knowledge and skills needed for safe and effective project delivery.

Key responsibilities

• Design, develop and deliver leadership, professional, technical, HSE and compliance training programmes.
• Support onboarding and orientation for new hires and project staff, both in‑person and virtually.
• Conduct learning needs analysis with engineering, construction and other functional leaders to identify skill gaps and create training plans.
• Develop competency frameworks and assist HR with talent audits, succession planning and skill‑vs‑will assessments.
• Coordinate training schedules, facilitators, logistics and maintain training records, certifications and compliance tracking.
• Administer and support Learning Management Systems, including Flex Manager and BambooHR.
• Ensure mandatory safety and regulatory training is delivered and documented to meet audit requirements.
• Engage stakeholders across multiple project teams and locations to align training with project phases.

Required profile

• Proven experience designing and delivering training programmes in large‑scale infrastructure or similar environments.
• Strong collaboration skills with HR, safety, engineering and construction teams.
• Ability to analyse learning needs, develop competency frameworks and support talent management initiatives.
• Excellent organisational skills for coordinating multi‑site training delivery and record‑keeping.
