Chief, Safety & Security and General Services Section

About the role

The International Civil Aviation Organization (ICAO) is seeking a senior leader to head its Safety & Security and General Services (SSG) Section in Montreal. Reporting to the Director of the Bureau of Administration and Services, the Chief will oversee the coordination of security, safety, facilities, travel, property, and business continuity services for ICAO premises.

Key responsibilities

• Lead, supervise and manage the SSG Section staff and daily operations to ensure timely and effective service delivery.
• Develop, implement and monitor the Section’s Operating Plan and Performance Monitoring Framework.
• Prepare and manage the Section’s budget, track expenditures and reallocate resources as needed.
• Produce monthly and periodic reports, statistical analyses and performance dashboards.
• Act as ICAO’s primary liaison with Public Services and Procurement Canada, United Nations Department for Safety and Security, and other relevant agencies and contractors.
• Represent ICAO in the Property Management Committee, Inter‑Agency Security Management Network and as the Country Security Focal Point for the UN system in Canada.
• Coordinate business continuity, organizational resilience and property control activities.

Required profile

• Extensive senior‑level experience in safety, security, facilities or general services management within an international or governmental organization.
• Proven ability to lead multidisciplinary teams and manage large budgets.
• Strong experience in stakeholder liaison, inter‑agency coordination and representation.
• Excellent analytical, reporting and performance‑monitoring skills.
