Buyer, Supply Chain

About the role

The Provincial Health Services Authority is seeking a proactive Buyer to lead strategic sourcing and tendering activities that improve supply‑chain efficiency and reduce costs for health‑care services across British Columbia.

Key responsibilities

• Prepare specifications, conditions and legally binding documents for formal tendering of equipment, supplies and services.
• Solicit, analyse and compare vendor quotes for price, quality and compliance with specifications.
• Negotiate contracts, place purchase orders and monitor compliance with contractual terms.
• Track delivery dates, resolve shipping issues, expedite late deliveries and mediate disputes.
• Conduct cost‑benefit analyses for alternative systems and products.
• Research and maintain commodity knowledge, including market trends, regulations and currency impacts.
• Support department meetings and committees by arranging sessions, circulating agendas and recording minutes.

Required profile

• Grade 12 graduation with recognized purchasing courses.
• At least five years of recent, relevant procurement experience or an equivalent mix of education and experience.
• Strong verbal and written communication skills.
• Ability to work collaboratively with internal and external stakeholders.
• Proficiency with Microsoft Office applications.

Required skills

• Experience managing the RFx process (RFP, RFI, RFQ).
• Negotiation and contract management.
• Cost‑benefit analysis.
• Microsoft Office.
