Pre-Construction Manager, Commercial & Mixed-Use Construction

About the role

Our client, an established commercial general contractor, is seeking a Pre‑Construction Manager or Senior Estimator to lead the estimating department and drive larger, more complex commercial bids. The role is based in the Fraser Valley with relocation to the Vancouver Lower Mainland required.

Key responsibilities

• Lead day‑to‑day operations of the estimating department.
• Manage, support, and develop a small team of estimators and support staff.
• Personally estimate large and complex commercial projects.
• Review estimates and tender submissions prepared by team members.
• Establish estimating standards, processes, and quality controls.
• Coordinate bid strategy, scope reviews, subcontractor coverage, pricing, and tender submissions.
• Identify scope gaps, exclusions, assumptions, constructibility concerns, and project risks.
• Work with subcontractors and suppliers to obtain competitive pricing.
• Conduct post‑bid analysis of unsuccessful tenders to improve future results.

Required profile

• Significant estimating or pre‑construction experience with a commercial general contractor.
• Recent experience as a Senior Estimator, Pre‑construction Manager, Chief Estimator, or comparable senior role.
• Proven ability to manage commercial construction bids from initial review through final submission.
• Strong knowledge of drawings, specifications, scopes of work, subcontractor pricing, tender requirements, and project risk.
• Ability to review estimates prepared by others and identify scope gaps, pricing issues, and commercial risks.
• Excellent communication, organization, and decision‑making skills.
• Willingness to work full‑time onsite from the Fraser Valley office.
