Learning Centre Manager – 2‑Year Term

About the role

The Learning Centre Manager will lead Commissionaires Ottawa’s corporate training function for a two‑year term. Reporting to the Chief Human Resources Officer, you will shape the organization’s learning strategy, ensure regulatory compliance, and drive workforce readiness.

Key responsibilities

• Develop and implement the organizational learning strategy, prioritising workforce readiness and regulatory compliance.
• Prepare, manage and report on the annual training budget and plans.
• Lead a team of training specialists, providing coaching, performance assessment and development.
• Design and deliver training grounded in adult‑learning principles and aligned with federal and provincial standards (e.g., CGSB, PSISA).
• Monitor regulatory changes and adjust programs accordingly.
• Manage national e‑learning projects and leverage emerging digital learning technologies.
• Collaborate with operations managers to identify and fulfil operational training needs.
• Oversee security‑guard certification documentation for Ontario and Quebec.

Required profile

• Proven leadership and people‑management experience, with the ability to motivate and develop a team.
• Strong strategic and analytical thinking to assess training needs and devise long‑term solutions.
• Experience preparing, managing and reporting on budgets and work plans.
• Excellent verbal and written communication skills.
• Knowledge of adult‑learning principles and regulatory requirements in the security industry.
