Housing Policy Analysis and Reporting Specialist

About the role

The Housing Policy Analysis and Reporting Specialist will provide technical and analytical support for the preparation, integration, and quality assurance of the project’s Issue Briefs and final synthesis report. Working closely with the UN‑Habitat Canada Office team in Montreal, the consultant will consolidate research findings, case studies, expert inputs and cross‑cutting analytical insights into coherent, evidence‑based knowledge products that inform Canadian housing policy and UN‑Habitat’s global mandate.

Key responsibilities

• Support the preparation, synthesis and quality assurance of Issue Briefs, case studies, technical notes, analytical papers and the final synthesis report, ensuring coherence and clear policy implications.
• Review, synthesize and consolidate research findings across five thematic areas, identifying common findings, cross‑cutting issues and transferable international practices.
• Provide analytical inputs to knowledge products, drafting and revising sections, strengthening arguments and translating research into actionable policy insights.
• Analyze Canadian and international housing policies, programmes and regulatory frameworks to identify emerging trends, innovations and implementation challenges.
• Assist in the preparation and delivery of knowledge‑dissemination activities such as CMHC roundtables, webinars, expert meetings and workshops, including the creation of presentations and briefing materials.

Required profile

• Mid‑level professional with demonstrated experience in housing policy analysis, applied research and the production of policy‑relevant knowledge products.
• Canadian resident or citizen (or holder of a work permit for Canada) able to work on‑site in Montreal.
• Strong analytical, writing and synthesis skills, with the ability to integrate diverse research inputs into clear, evidence‑based outputs.
