Chief Information Officer – Executive Director, IT

About the role

The City of Windsor is seeking a visionary Chief Information Officer who will also serve as Executive Director of Information Technology. Reporting to the Commissioner of Corporate Services, this senior leader will guide the IT department in delivering innovative, customer‑focused digital solutions that support municipal services and strategic objectives.

Key responsibilities

• Define and communicate the overall strategic vision for the IT department, aligning technology initiatives with corporate goals.
• Lead lean process reviews and redesigns to integrate business processes with digital solutions.
• Oversee implementation of customer‑centric technologies and manage major change‑management programs.
• Ensure service delivery complies with legislative requirements, City policies, and Council performance expectations.
• Collaborate with senior leadership, agencies, boards, and commissions to support their technology needs.
• Foster a culture of continuous improvement, innovation, and high‑performance within the IT team.

Required profile

• Proven senior leadership experience in information technology within a complex, multi‑stakeholder environment.
• Strong track record of developing and executing strategic IT plans.
• Demonstrated ability to manage large budgets and oversee service delivery at a municipal or comparable public‑sector organization.
• Excellent communication and stakeholder‑engagement skills.
• Experience with lean methodologies and change‑management practices.
