About the role
The Government of Newfoundland and Labrador is seeking an Assistant Deputy Minister to lead the Aquaculture Branch of the Department of Fisheries and Aquaculture. Reporting to the Deputy Minister, this senior executive will shape the strategic direction of the province’s aquaculture sector, balancing sustainable growth with environmental stewardship.
Key responsibilities
- Develop and execute a strategic vision for sustainable aquaculture aligned with provincial priorities and federal frameworks.
- Oversee licensing, compliance, and environmental monitoring while ensuring public accountability.
- Coordinate policy and operational matters with federal agencies and other provinces.
- Promote rural and regional economic development through innovation, value‑added activities, and workforce development.
- Lead the branch during incidents such as fish health events, environmental concerns, or public controversies.
- Ensure compliance with provincial and federal legislation and enforce aquaculture regulations.
- Build constructive relationships with Indigenous governments, industry operators, coastal communities, NGOs, and the public.
- Advise the Minister and senior executives on emerging issues, opportunities, and risks.
- Manage branch operations, including fiscal management, human resources, and performance accountability.
Required profile
- University degree in a related field (e.g., environmental science, marine biology, public administration).
- Extensive senior management experience in a complex organization, preferably in the public sector or resource‑based industries.
- Proven track record in policy development, strategic planning, relationship building, and operational oversight.
- Demonstrated ability to lead large, regulated teams and navigate multi‑jurisdictional environments.
