Legal Counsel, Privacy and Contracts

About the role

The Legal Counsel, Privacy and Contracts reports to the Director, Privacy and leads HEABC’s privacy compliance, information governance, and contract management. The role supports the organization’s public‑sector health mission while ensuring legal risk is mitigated.

Key responsibilities

• Respond to privacy queries, manage PIPA and FIPPA information requests, and activate breach response protocols.
• Draft, review, negotiate and maintain third‑party contracts, templates, renewals and amendments.
• Provide legal advice on privacy, data protection, and freedom‑of‑information matters to staff and senior leadership.
• Represent HEABC in arbitrations, legal proceedings, and interactions with the BC Office of the Information and Privacy Commissioner.
• Conduct organization‑wide risk assessments and support implementation of privacy‑compliant policies.

Required profile

• Juris Doctor or Bachelor of Laws; member of the Law Society of British Columbia in good standing.
• Minimum seven years of relevant legal experience, including contract negotiation and privacy law.
• Strong oral and written communication skills and ability to work with senior leaders and external stakeholders.
• Proven ability to manage competing demands and deliver high‑quality legal analysis on tight timelines.

Required skills

• Expertise in reviewing, drafting and negotiating contracts, especially privacy‑related and IT‑security agreements.
• In‑depth knowledge of British Columbia’s FIPPA, PIPA and other global privacy regulations.
• Experience responding to freedom‑of‑information and personal‑information requests.
• Ability to prepare legal opinions, briefs, and reports for varied audiences.
