Interoperability Manager – Healthcare Data Integration

About the role

The Healthcare Interoperability Manager designs, implements, and governs clinical and administrative data exchanges across Quebec’s health information systems. This senior position requires deep knowledge of standards such as FHIR, HL7 v2.x, DICOM and Canadian terminology sets, as well as familiarity with the province’s digital health initiatives.

Key responsibilities

• Design and implement interoperability architectures compliant with HL7 FHIR R4/R5 and HL7 v2.x, defining data flows between LIS, CIS, EMR, PACS, RIS and provincial platforms (DSQ, INESSS).
• Develop and maintain FHIR implementation profiles, RESTful APIs, SMART on FHIR and CDS Hooks solutions, and support DICOM workflows between imaging systems.
• Model, configure, and manage integration engines such as Mirth Connect, Rhapsody and Azure Health Data Services.
• Lead terminology mapping, semantic consistency, and clinical data governance aligned with MSSS, RAMQ and Quebec privacy legislation.
• Represent the organization on HL7 Québec, COACH, Canada Health Infoway and other industry forums, and provide technical guidance to development teams.

Required profile

• University degree in a relevant field.
• 5+ years of experience in healthcare interoperability or systems integration.
• Certifications such as HL7 FHIR Proficiency, CPHIMS or RHIA.
• Proven experience implementing production‑grade FHIR solutions, SMART on FHIR APIs and CDS Hooks.
• Hands‑on experience with Quebec’s digital health ecosystem (DSQ, regional health systems, certified EMRs).

Required skills

• HL7 FHIR (R4/R5), HL7 v2.x messaging (ADT, ORM, ORU, MDM, SIU).
• DICOM standards (WADO, STOW‑RS, QIDO‑RS) and imaging workflow integration.
• Clinical terminologies: SNOMED CT, LOINC, ICD‑10‑CA, RxNorm, DIN.
• Integration platforms: Mirth Connect, Rhapsody, Azure API Management, Azure Health Data Services.
• API development: REST, SOAP, JSON, XML, OAuth 2.0, OpenID Connect.
• Cloud and micro‑services architecture (Azure, AWS, GCP).
