About the role

The State of Connecticut Judicial Branch is seeking a qualified attorney to serve as Counsel for its Legal Services unit in Hartford. The role involves providing expert legal advice, representing the Branch in court and administrative proceedings, and drafting a wide range of legal documents.

Key responsibilities

• Provide expert advice and recommendations on legal and policy issues affecting the Branch.
• Conduct legal research and draft memoranda, opinions, and complex contracts.
• Represent the Branch in court, before administrative agencies, and in negotiations.
• Assist the Director of Legal Services and act as secretary to the Rules Committee of the Superior Court.
• Draft proposed rule changes, review legislation, and ensure compliance with state and federal laws.
• Liaise with operating units, agencies, and external officials regarding policies and procedures.
• Perform special projects, prepare reports, and serve on various committees.
• Review and improve Branch forms, policies, and procedures for legal accuracy.

Required profile

• Licensed attorney with strong analytical and writing abilities.
• Experience in legal research, litigation, and contract negotiation.
• Ability to interpret and apply state and federal statutes and regulations.
• Preferred experience in healthcare law, HIPAA compliance, or Medicaid billing (not required).
• Capacity to supervise lower‑level staff as assigned.
