Consultant – Desk Study for Recovery, Recycling & Reclamation Evaluation

About the role

The United Nations Environment Programme (UNEP) seeks a qualified consultant to conduct a desk study evaluating recovery, recycling and reclamation (RRR) projects funded by the Multilateral Fund under the Montreal Protocol. The assignment is remote and will last approximately 2.5 months.

Key responsibilities

• Collect, review and analyse project and policy documentation submitted to the Executive Committee and internal Secretariat files.
• Prepare an inception paper outlining the methodological design to address the evaluation questions in Annex II of the TOR.
• Produce a comprehensive desk‑study report, including an executive summary, key findings, lessons learned and recommendations.
• Follow the approved Terms of Reference and adhere to the reporting calendar set by the Senior Evaluation Officer.

Required profile

• Relevant academic background in environmental policy, international development, or a related field.
• Experience conducting desk‑based research and policy analysis for international programmes.
• Ability to work independently under supervision and meet defined milestones.
